The Purpose of the Community Development Block Grant Program:

“To assist in developing viable communities by providing decent housing, a suitable living environment and expanding economic opportunities, principally for persons of low and moderate income (LMI)”.

The Consolidated Plan is created and updated as part of the Community Development Block Grant program.

Regional Planning

The Regional Planning Program is funded by the Utah Permanent Community Impact Fund Board (CIB). The purpose of the program is to assist local communities in the various planning efforts. The following are just a handful of planning related activities that are done as part of the regional planning program:

  • Land Use

  • General Plans

  • Affordable Housing Plans

  • Capital Improvements Planning

  • Economic Development Planning

  • Tourism planning

  • Grant writing assistance

The Regional Planner is also the local liaison for the Community Impact Board (CIB) and can help assist the various cities, towns, counties and special service districts within the region with the CIB process including:

  • Application Preparation

  • Capital Improvements List Generation

  • Capital Improvements List Amendments

  • General Technical Assistance

CIB Application Due Dates

To help facilitate the process of planning and applying for CIB funds, SEUALG requests that applicants meet with the Regional Planner at least a month before an application is made to CIB (See table below for a timeline). Failure to do so may result in an application being held by CIB until the next funding trimester. If you have any questions or to schedule a meeting, please contact Todd Thorne (435) 636-3261.

Transportation Planning

SERDA is the Regional Transportation Coordinating Office and is responsible for maintaining a Coordinated Human Service Public Transportation Plan and its accompanying Title VI plan for the southeastern Utah Region.

COORDINATED PLAN

TITLE VI

Mobility Management in the region is a program funded by the Federal Transportation Administration and sub-granted by the Utah Department of Transportation Rural Public transit Team. The purpose of this program is to improve the mobility of persons with limited transportation options, especially those with disabilities, persons over 65 years of age, and those who earn a low income.

The Regional Planner is also the local liaison for the CIB

This means that the planner can assist the various cities, towns, counties and special service districts within the region with the CIB process including;

  • application preparation

  • capital improvements list generation

  • capital improvements list amendments

  • general technical assistance.
